Other members of the public and neighbors of the project expressed the same concerns, as well as the issue of visibility and construction scarring of the hillside.

David Bowie, the representative for the Wight family, emphasized the fact that a Phase 1 approval was merely supposed to address the site and massing of the project, which he said had both been dealt with.

PATCH CLARIFICATION: Ultimately, the city council decided to agree to approve phase 1 of the project, with some additional conditions. These conditions will be changed via a resolution that will be seen by the city council on September 24.

Council members decided to allow for the phase 1 application to expire if phase 2 did not pass, and also retained the right for final approval.
