After serving on the Moraga Town Council during the past four years--as Councilmember, Vice Mayor, and Mayor--I am seeking re-election. I served as Chair of the Central Contra Costa Solid Waste Authority Board, member of the Audit and Finance Committee, liaison to Saint Mary's College, Moraga School District, and the Moraga Youth Involvement Committee, and founded monthly "Ask the Mayor and Town Manager" open public meetings. I have thoroughly enjoyed working collaboratively with our community and Town staff in order to make informed decisions that both respect our Town's history and positively shape its future. I earned my Ph.D. degree in Education with a specialization in Policy and Management Research from UC Berkeley and completed a 25-year administrative career with the California State University. My spouse and I have lived in Moraga since 1991. If re-elected, I will continue to work to: protect Moraga's open space and semi-rural character; maintain our fiscally-responsible budget, including our sound reserve; repair and maintain our infrastructure (streets and storm drains); revitalize local businesses through responsible planning; fund public safety and support traffic measures to ensure citizen safety; support and enhance our high-quality schools. I also was misled regarding Phillip Arth. Another nice guy, fiscally and politically conservative. He is essentially is looking for a hobby to fill his retirement hours. I originally thought that because of his accounting background he would be horrified by the MOFD and other management blunders, but it seems he has decided to waste more of our precious time and resources by rekindling the nightmarish assault on Rancho Laguna Park. He is vague on most everything else, which means he is ripe to follow Mendona's lead should she get elected. We do not need rubber stamps for the brand of politician that essentially got us here and that will keep us here indefinitely. We need new blood with drive and vision. Roger Wykle and Seth Freeman represent that solution.

Andrew, this is common knowledge. BY LAW - Measure K funds are destined to the general fund. The Measure K revenue stream can/will then be used to secure a bond(s) which will allow for accelerated repairs (more repairs completed sooner) and has the effect of committing those funds to road repairs. This has been stated multiple times - in multiple threads.

I saw a member of Lamorinda Dogs putting up the signs on Moraga Way around 5:00 yesterday. I will leave his name out of it even though he wasnt exactly trying to hide it in broad daylight during rush hour. The qualifications of the preferred candidate of dog park enthusiasts were well described below when the CC Times endorsed(or in this case didnt) candidates for town council: A word to candidate Seth Freeman: Running for office is similar to seeking a job. You must show up on time and articulate clearly why you deserve the job.

Political rhetoric can be intense at times. Particularly when the stakes are getting higher all the time. This may be a volunteer position, but the positions and decisions made under their tenure on this Council will have a direct effect on the quality of life in our fair Town. Much of the mess we find ourselves in today was avoidable and the buck stops at the Council.

Joyce, it was I who put up the Dump Mendonca signs and I'm not afraid to admit it. Yes, it was done in broad daylight at rush hour. I am not a "member" of Lamorinda Dogs (whatever that means). I did this alone and under the terms of my own conscience. The person or people who stole my signs, however, did so under cover of darkness in a most cowardly and illegal fashion. A police report has been filed and an investigate will begin. I find it oddly ironic that the removal of my signs is precisely the reason that I put them up in the first place - Karen Mendonca is not interested in hearing anyone's opinion other than her own. These people should ask themselves what gives them the right to trample on my First Amendment rights in such a way? If they can do it to me, they will certainly do it to you next. Such an act is the definition of Un-American!

Glad to know who the coward was who put up the Dump Mendonca sign. Did you take responsibility on the sign for the sign? State who (or what group) supported the "Dump" campaign? To the general public it is just a Cheap Shot, buddy! Given Mendonca's backgound which I appreciate, AND that awful sign by someone who opposes her, I will be voting for Mendonca.

Is that your definition of "coward"? You might want to get yourself a new dictionary. I've got a better one for you...somebody who blogs under a fictitious name, steals the property of others under cover of darkness and tramples on the First Amendment rights of others just because they don't like the message.

Bette, All due respect, but I would suggest you take the blinders off and stop voting emotionally. Karen Mendonca has accomplished exactly nothing in her tenure. On the down side, she led a witch hunt against a bunch of your neighbors that happen to own dogs, which cost the Town 10s of thousands of dollars and accomplished exactly nothing but more bad blood between citizens. This Town Council has serious work to do and it is time we had more than a "winning smile" in Mendonca's seat. We are already mounting a recall effort if she manages to fool enough of you to be re-elected. The anti-Mendonca signage is symptomatic of the antipathy she has bred in our Town. I, for one, am tired of the "do nothing" lethargy of the current Council. And Mr. Home has every right to put signs up and it is not only cowardly to remove them, it is a crime. I hope Chief Priebe is investigating this serious offense against personal freedom and free speech.

World English Dictionary coward (ˈkaʊəd) — n a person who shrinks from or avoids danger, pain, or difficulty By not acknowledging your ownership of the sign (declaring your name on the SIGN), you are at the least avoiding difficulty in facing others who differ from you. You have done a great job of stirring up an issue so you can trumpet your paranoia about stolen property and first amendment rights. This is all about you -- not about the candidate. Still voting and spreading the word to Vote for Mendonca.

Behaving anonymously, identically to all the others that placed political signs on our streets may have a patina of the 'sneak' on it. But removing political signs (AKA: Vandalism) simply because you disagree with them is a serious crime. It is also a violation of the placing individuals First Amendment right of Free Speech. Felony-land? So Bette (Crocker?), if you are the one that removed those signs, you may well be a felon. At the very least, you are short of gray matter and good sense, which also would account for your support of Ms. Mendonca. Maybe you can refresh our memories and list her accomplishments...... I thought not.

I just love that term "mawkish". It has become a cherished word in my lexicon. Anyway, all of our family's registered voters (9) voted against all of the incumbents including Ms. Mendonca. Time for a clean start !

For the record, I won't wait for Priebe to act on anything. The Moraga PD is more worried about citing motorists for defective vehicular equipment like broken license plate lights to beef up their revenue and public appearance.

Mendonca, a Democrat, got my attention when she spearheaded the nonsensical attack on RLP. The distain and contempt I witnessed from the stage at Town Council Meetings from Mendonca and Chew toward their well-meaning neighbors, astonished and insulted me. The population here is rife with baccalaureate and advanced degrees its citizens have applied to a plethora of professional occupations. Yet these two looked down their noses and their eyes sent daggers from snarling, feral faces at their constituencies that appeared in droves to stop their attack on a revered Town tradition. Bizarre. I only bring this up because to this day try as I may I have been unable to unearth the underlying motivation for the attack in the first place. It appears that a private group, Eclipse Soccer, waived some greenbacks under Mendonca and Chew's noses in order to secure some inexpensive (although inappropriate) land for their enterprise. Enter Harpham. The two, in their sublime naiveté, were unable to differentiate between a few meaningless dollars and the willful destruction of a pristine piece of public property. The magic word "revenue" was enough to cause them to throw common sense to the wind and plan to carve up and disfigure the bucolic little park. They floundered for 4 years in the face of momentous opposition. I see this as contrary to Leadership. It is ego-driven behavior representative of qualities antithetical to the solutions Moraga requires. Please vote to end it!

I just got a call from people had two DEFEAT MENDONCA signs stolen from their front yard last night. I guess now we can add TRESPASSING to the list of thefts made by Mendonca supporters.

Boy, that www.Stopmendonca.com website has some interesting stuff on it - much I was never aware of. I particularly like the part about Mendonca pulling essentially the same thing on Dave Trotter that she did to us...the old bait-and-switch. With friends like that...well, you know the rest. Seems like Mendonca clearly violated the Brown Act, to me. Maybe someone should look into this. Oh, silly me.....we don't really care about the Law around here anymore, do we? If we did..Mendonca supporters wouldn't be committing theft and trespassing EVERY SINGLE NIGHT, now would they?

Folks naive enough to say this election has nothing "to do with speed bumps" or protecting our ridgelines, involved citizenry voicing their points of view to their elected official, or the scandalous mismanagement of the MOFD. It IS about those issues and more, as they point to the ineffective (or lack of) leadership on our Council This entire subject was intended to be about Karen Mendonca's candidacy and it quickly eroded into the RED HERRING of RLP! She is essentially the impetus of the wastrel issue, but it is not her only failing. Mendonca, a career bureaucrat, is an 'inside the box' thinker that lacks innovative drive and insight. An inveterate defender of the status quo, she is exactly the type of politician that we do not need in this time of fiscal volatility. She represents the sort of thinking that got us here and will keep us here far longer than necessary. The Town's way of life is at risk here. I am no stranger to politics or policy making and Mendonca does not impress. Out of touch and a relative lightweight in light of the challenges we face, I cannot consider her a viable candidate. Horrible scandals in our school system and 4 years of of circular, treadmill effort around an established tradition have made Moraga a National laughing stock. I sincerely urge our citizens to staunch the bleeding and clean house. Wylke and Freeman equal solid, practical, extensive experience in the areas lacking on the current Board. They deserve your vote.

One of the good people who helped remove anti-Mendonca campaign signs late last night was followed home and had a large rock thrown through their car window. Thankfully, they weren't in it at the time. This is unbelievable! And we're supposed to believe that posting a few signs around town is "uncivil" while Mendonca supporters steal, trespass and now vandalize? I think it's perfectly clear who claims the moral high ground on this one.
