Dr. Louie. That is an impressive resume even if you had to settle for Stanfurd rather than Cal (Go Bears). Equally impressive is your selfless service to the community and to our common defense. I really do commend you! My only concern is the lapse of collective judgment that resulted in Mr. Walters (regardless of whether he is a nice guy) being appointed principal at LP after failing, so profoundly, in his duty to protect students from sexual abuse (once reported) and failing to protect the identity of the abused who reported it. I was upset by this. You have given so much to my community! Please explain why I should vote for you when this happened on your watch? I want to vote for you. Please explain why this man should have been placed in charge of caring for Moraga's children at LP.

I understand and appreciate your concern. I certainly want you, all Moraga parents, and the community to feel more reassured about the safety of all children. I fully believe that the former Superintendent, Mr. Schafer, who recommended the appointment of Mr. Walters as interim L.P. principal in 2007, did not have any knowledge of any acts of commission or omission by Mr. Walters relating to the sex abuse events at J.M. in the mid-1990's. Mr. Schafer was hired by the District in 2000, follow two very tumultuous years in the District, during which no fewer than five different people occupied the Superintendent's office. It is my belief that Mr. Schafer, during his entire 10 year tenure as Superintendent, was never aware of Mr. Walters' involvement in the J.M. events. I am very much committed to this community and to the Moraga School District. I hope you find my response helpful. I expect that there will be more comments and questions regarding the J.M. events of the mid-1990's and thereafter. However, with all due respect, I do not believe the Patch is the most appropriate forum for me to engage in such Q & A discussions. There are many legal and privacy constraints. There will be an opportunity for me to respond to concerns, to the extent possible, at the public forums for candidates, which I encourage you and others to attend. Dexter Louie

Dr. Louie: Thank you for your response. Like a lot of newer parents, I was unaware of the "tumult" that preceded Mr. Schafer's term of service and only vaguely aware (from old news reports) of the financial straits the district had put itself in prior to Mr. Schafer's tenure. I AM appreciative of the stability we enjoyed under Mr. Schafer's tenure as Superintendent, and I will keep an open mind on this. Thank you again for your service to the community.

Dr. Louie, I heard from an informed source that while the flap over Walters/Cunnane was dominating the Patch and local conversations in late May and early June of this year, you were spending much of your free time collecting signatures for the Rancho Laguna Park petition to reverse the Town Council's decision on off-leash dogs. I note that Trish Bare, your campaign manager, has been one of the most vocal advocates for maintenance of the status quo at Rancho Laguna (see, for example, http://lamorinda.patch.com/articles/letters-to-the-editor-rancho-laguna-park) If what I heard about your activity in late may is not true, I'd appreciate a reply post clarifying that, and I'll apologize in advance for spreading misinformation. If you were in fact collecting signatures for the RLP petition as the Walters/Cunnane issue peaked at the close of the school year, I'd appreciate hearing from you why collecting signatures for RLP was a more important issue for a School District Board member than working to address the community's legitimate concerns about a highly publicized child abuse case.

Dr. Louie, as an MD you have a first duty to "do no harm". I might thus exercise caution in responding to Mr. Chambers at all for this reason-- this year, during the Rancho Laguna debate, we'd all heard years' worth of concerns that a dog MIGHT bite a kid at some ungodly hour of the AM...(although this hasnt happened). However, it was widely reported that a kid from Eclipse Soccer (you know, the "elites") sustained a head injury BUT WAS SOON THEREAFTER PUT BACK IN THE GAME. Bad sports management, bad safety training perhaps? Don't make yourself accountable to people who take safety of children lighter than you, an MD, have a duty to report and treat. Please get the truth from Mr. Chambers before allowing him to divert the discussion in this manner.

In my opinion, the Moraga dog-eat-dog issue is totally irrelevant to the Moraga School District election. As to the 2nd part of your post, it seems highly unlikely that the board members were simply too busy to respond more fully to this media storm. It seems more likely that they CHOSE to respond with little to no explanation as to how the institution lost track of Mr. Walter's history so that he was somehow appointed principal at LP. That seems a fairer question to me.

Mr. Louie pointed to the chaotic situation in the district office before Mr. Schaefer arrived in 2000. That certainly would explain a lot, but I find the lack of any institutional memory of Mr. Walters' role in the mid-90s scandal very troubling. It may be true that the info was simply lost in the files, so to speak, but who would know when the board members won't explain what they know or don't know about it. He has offered to take questions, at least, at a future public forum where he will have the opportunity to face those who may have questions. That also seems fair to me.

Chris, when it comes to "diverting the discussion", your switch to an alleged soccer head injury is a doozy! I've also heard the Eclipse head injury rumor--that it was brought up at a Moraga Town Council meeting, that the injured player wasn't named, that the injury supposedly occurred on a date on which Eclipse played no games, and at a location that Eclipse doesn't use. I haven't heard anything about a head injury from within Eclipse, so I have nothing further to share on the topic. If you can substantiate your "widely reported" claim, please do so--I'd love to learn more. As far as safety training goes, Eclipse Director Shane Carney has numerous training certifications, including Injury Prevention and Child Safety, Concussion in Sports, CPR, and Sports Injury Prevention. I'm not sure how you can presume that anyone takes the safety of children lightly--your argument seems like a non sequitur, how do you get there? As a former protege of Dr. Louie on the Moraga School Board (1997-2002), it is with deep regret that I feel that it is time for a change on the Moraga School Board. I feel new voices and new faces are needed on the Moraga School Board so that a new generation can participate and become stakeholders in policy decisions confronting our schools in the 21st. century. For this reason, I cannot support Dr. Louie in his quest for re-election.

Dr Louie, Could you please explain what you knew of Mr Walters inaction at the time his appointment by Mr Shafer? You seem to paint a picture that Mr Shafer knew nothing or very little yet you make no mention of your own level of knowledge. Care to elaborate? If you knew about Mr Walters and what he failed to do and co-signed on his appointment then I believe that is a major failure of leadership on your part and one worth at least hearing the reasoning behind.

Dr. Louie - I just saw the endorsement of former Moraga School Board member Connie Barnard in the Lamorinda Weekly. Didn't Ms. Barnard resign in mid-term due to allegations of revealing confidential school district information to her friends ? I and others would like to view your response and explanation to this person endorsing.

Failure to report crimes against children is itself a crime. People that commit such crimes should never be put in a position of trust relative to children again. Never. Anyone that did such a thing or allowed it to happen under their authority should also be excluded from such responsibility. This area of the law should be considered a zero tolerance situation and anyone that fails to act immediately and decisively to remove the suspected perpetrator should themselves be removed post haste. No question. No exceptions.

Dr Louie has refused so far to answer the question from Jose above about what HE knew and not what he assumes others knew. He has been apart of this district for 12 years and refuses to acknowledge what he knew about Mr Walters involvement as it relates to Witters and Correa. He has more to share but has been unwilling to do so about his own personal knowledge of the circumstances.

Maybe Louie can't comment of this. But, after doing a little research I found out that Louie actually replaced Connie Barnard (who resigned mid-term due to allegedly revealing confidential information and is currently endorsing Louie) on the Moraga School Board. So maybe he can comment on this rather unusual arrangement.
