Arrest Warrant Issued For East Bay Contractor

Khalid Wilson (aka Khalid Muhammed) of Oakland allegedly used a fraudulent contractor license number and is wanted for grand theft, contracting without a license, soliciting excessive down payments, and illegal advertising.

More than $100,000 in arrest warrants have been issued for an Oakland man suspected of contracting fraud, earning him a spot on a state "most wanted" list, according to the Contractors State License Board.

Khalid Wilson, 41, has allegedly been using his contractor license number, which was revoked in 2004, to obtain work, board officials said. He is also reported to have solicited down payments for projects beyond the legal limit of 10 percent of the total contract, or $1,000, whichever is less.

Wilson is wanted on a $15,000 probation violation warrant in Contra Costa County and a $10,000 warrant in Alameda County.

Alameda County has issued a $100,000 warrant for Wilson on one felony count of fraudulent use of a contractor license number and another $10,000 warrant for two additional counts of the same charge, according to the board.

In addition, the county has issued a $1,000 misdemeanor warrant for contracting without a license and a $2,500 warrant for driving on a suspended or revoked license.

These allegations and numerous consumer complaints have led the Contractors State License Board to name Wilson to its "most wanted" list. It's not the first time he's been on the list.

In 2008 he was arrested on similar charges, and pleaded guilty to misrepresenting his contractor license and contracting without a license in
Contra Costa County. However, he failed to pay restitution in Contra Costa
County in 2010 and failed to appear at a restitution hearing earlier this
year in Alameda County, which is what triggered the probation violation
warrants.

Board officials say they have received dozens of complaints about Wilson since his license was revoked in 2004, and more than half have resulted in criminal filings.

"Checking your contractors license on the CSLB website is vital," said board Registrar Steve Sands. "It's one of the best ways to avoid being deceived, as Wilson has been doing to unsuspecting Bay Area consumers."

Anyone who knows the whereabouts of Wilson or anyone else on the CSLB's Most Wanted list should contact their local law enforcement agency and then call the CSLB at (916) 255-2924.

Consumers seeking to hire a contractor should hire only license contractors, check license numbers and photo ID, and check their license number at www.cslb.ca.gov.

Consumers should generally not pay more than 10 percent or $1,000, whichever is less, as a down payment. Don't pay in cash, don't let payments get ahead of the work, and make sure you get multiple bids, check references and get a contract in writing.

Contractors are not all bad people, but this is a business that attracts con-artist sociopaths, pathologic liars, who are skilled at manipulation as the 2 cases in this article and my own experience with an entire family of thieves demonstrates.Don't just "check" documents, COPY all of them. The CB is not the end of due diligence, I stopped there and got burned. Check online superior court records of surrounding counties, search aliases ; if you find ANY cases skip to the next company on your list. Call the bond company and WC carrier listed on the CB website and verify the truthfulness of the CB entries. Got burned? File a police report. Civil court/small claims is often NOT the best option as this is criminal activity. I went to the Lafayette PD who refused to take my report of being robbed of $50,000 by a Lafayette Burton Valley neighbor illegally using his father's (same name) license. Court docs later revealed the entire family had been involved in scamming the public for decades! I called the DA, who faulted LPD for failure to file a police report and took the case. I was technically burgularized as the he took money from my home (checks) that was not his! Pled guilty to lesser charges, agreed to restitution, got probation.Father's license was revoked, I got the father's $10,000 bond. Although one judge jailed him overnight for failure to pay me, there is no happy ending as now my monthly restitution payments have stopped again so back to court we must go.

I am sorry. There is no way to know that you will be swindled. You have to trust someone. Sometimes it is the wrong person.

I unknowingly worked for wilso on as a telemarketer and he lied about being a legal business man. Recieved my social and messed up my credit. I only work for him about a month. Once i seen he was not able to pay me i quit. This is a scum bag

I had not read this story earlier. On 6/3 or 6/4, I saw a black hen, alone, out in the road right at the point of the Moraga Commons. It was pecking the pavement on Moraga Road, as cars turning north from Saint Mary's Road were avoiding it. I hope the chicken crossed the road to the trail on the other side. Better yet, I hope it turned around and followed that trail right back to the Cattle Chute and home.
